Havana in 1898 was the capital of a Spanish colony whose economy rested on sugar and tobacco, and its harbor, covered by the Morro Castle fortress, handled a steady traffic of merchant ships. Only a few years earlier, General Valeriano Weyler's reconcentration policy had forced rural Cubans into crowded towns, where disease and hunger killed many of them. On February 15, 1898, the American battleship Maine exploded in the harbor and killed more than 250 of its crew, and the disaster pushed Washington toward war with Spain that spring. By December, Spain had agreed in the Treaty of Paris to give up its claim to Cuba, and American troops soon occupied the city.
