Guantanamo Bay, on Cuba's southeastern coast, was by 1915 shaped largely by the United States Navy. Under the 1903 agreement between Washington and Havana, the United States held a lease on part of the bay for a coaling and naval station, and the Atlantic Fleet used its sheltered waters for drills and gunnery practice in the Caribbean. The surrounding countryside was given over mostly to sugar cane, and the wartime demand for sugar after Europe went to war in 1914 was lifting prices and bringing money into the mill districts of the interior. Cubans in the nearby city of Guantanamo and officials in Havana knew the bay as an American installation on Cuban soil, a arrangement that brought constant friction over sovereignty. For the local people, ships riding at anchor in the harbor were a familiar sight.
