Here Secretary of War Dwight F. Davis pins a decoration on Orville Wright, the aviation pioneer who, with his brother Wilbur, made the first sustained powered flights in 1903. The ceremony took place in Washington on February 27, 1929, just weeks before Davis left office in the early days of the Hoover administration. The National Photo Company, a Washington studio that documented officials and public events in the 1910s through the 1930s, made the image on a glass plate. The faint streaks and spots across the surface are signs of the plate's age, and they add to its value as a record of the period.
