Herbert Hoover appears in connection with the Buddy Poppy campaign on April 24, 1929, less than two months after he took office as president. The Buddy Poppy is the artificial red flower sold each spring by the Veterans of Foreign Wars to support veterans, a custom rooted in the poem "In Flanders Fields." The picture comes from the National Photo Company, a Washington studio whose glass negatives document the capital in the early twentieth century. Streaks and blemishes on the glass reflect natural deterioration of the original coating.
