In this scene, President Herbert Hoover receives a Buddy Poppy, the small red paper flower that veterans' groups sold each spring to support disabled former servicemen. The moment came in April 1929, about seven weeks after Hoover took office, and the poppy's link to the postwar veterans' cause made such exchanges a regular feature of Washington life. The National Photo Company, a commercial studio that recorded the capital from the 1910s through the 1930s, made the glass negative. Streaking from the aging of its coating is visible across the plate.
