Herbert Hoover, only months into his presidency, receives a group of Japanese cadets in Washington on September 27, 1929. The National Photo Company, a Washington firm, documented official visits, ceremonies and public figures over several decades, and its pictures are valued for showing the routine ceremony of the capital. Because this is a glass negative, the surface shows streaks and blemishes from the gradual breakdown of its original coating, so parts of the image look hazy. The plate is also a reminder of how news and official photographs were made before film became standard.
