Hoover is shown receiving delegates on July 24, 1929, the date the Kellogg-Briand Pact took effect once ratifications were deposited. The treaty, negotiated by Frank B. Kellogg and Aristide Briand and signed in Paris in 1928, renounced war as an instrument of national policy, though it had no enforcement mechanism. The image comes from the National Photo Company, a Washington studio whose glass negatives recorded officials and public events of the period. Faint streaks and blemishes on the negative reflect natural deterioration of its original coating, which is worth keeping in mind when viewing the picture.
