Herbert Hoover receives a group of delegates on July 24, 1929, the day the Kellogg-Briand Pact took effect after its ratifications were exchanged. The 1928 treaty, which outlawed war as an instrument of national policy, was signed by many nations and drew its name from Frank Kellogg and Aristide Briand. The National Photo Company, a Washington studio that documented officials and public events, made the picture, and this example survives as a small glass negative. The record notes that streaks and other blemishes from deterioration in the original coatings may appear, so some loss of detail is worth keeping in mind.
