Fort Madison, Iowa, in 1889 was a river town of a few thousand people on the Mississippi in Lee County. Its name traced back to an army post built there in 1808 that was abandoned during the War of 1812. By the late 1880s the local economy rested on the river, on lumber and manufacturing, and on the state penitentiary, founded in 1839, which was one of the town's largest employers and most familiar institutions. Railroads had reached the riverfront, and a bridge carrying the Atchison, Topeka and Santa Fe across the Mississippi, completed in the late 1880s, tied the town more closely to western markets. Residents would have known Fort Madison as a steady river community shaped by its prison, its docks, and its trade with towns up and down the Mississippi.
