Des Moines in 1875 was a county seat and state capital that had outgrown its river bottomlands, with its streets spreading up the bluffs above the Raccoon and Des Moines rivers. Construction of a new state capitol, begun in the early 1870s, gave the town a prominent building on the high ground, and state offices, lawyers, merchants and railroad agents filled the blocks around it. Local businesses depended on the grain, livestock and hog trade moving through the rail yards, and the mid-1870s grasshopper plagues that stripped crops in western Iowa were a worry that reached the town's banks and grocers. Residents of the period would have known Des Moines as the place where state government met the commerce of the surrounding farms.
