Dubuque, Iowa, in 1889 was a river city of roughly 27,000 people, sitting on the Mississippi where the bluffs pressed close to the water. Its economy rested on lumber, brewing, and manufacturing, and the city had long been known for its stone and iron works and for the Dubuque Boot and Shoe trade. Rail lines running along the river and up the valleys tied the city to Chicago and the Midwest interior, and steamboats still carried freight and passengers on the Mississippi. Germans, Irish, and other immigrant communities gave the town its churches, saloons, and breweries, and they shaped its civic and social life. Lead mining in the surrounding region had faded by then, but the city still drew its identity from the river and the hills that rose steeply behind its streets.
