Labor Secretary James J. Davis and Commerce Secretary Herbert Hoover are the subjects of this glass negative, dated September 26, 1921, which its title ties to an unemployment conference. Hoover had convened the President's Conference on Unemployment that autumn, as postwar layoffs pushed joblessness sharply higher, bringing together officials, employers and labor leaders to weigh relief and public works. The National Photo Company, a Washington studio that documented officials and events in the capital, made the plate. The streaks and blemishes visible on the glass come from aging in the original coatings, and they are worth keeping in mind when judging fine detail.
