Taken on June 8, 1921, this portrait shows Robert Bliss in his role as Third Assistant Secretary of State, a post he took up early in the Harding administration that spring. The National Photo Company, a Washington firm, recorded government officials and public events during these years, and its glass negatives were later given to the Library of Congress. The streaks and blemishes visible on this plate come from the original coating breaking down over time, a common condition in glass negatives of this age.
