Among the civilian defense posters of 1941, this one is distinguished by its eagle, the central subject of its design, under the call "America calling." Herbert Matter, a Swiss-born designer who brought European modernist layouts to American advertising and public art, created it for the Division of Information of the Office for Emergency Management. The agency coordinated national defense preparations before the United States entered the war, and the poster urged ordinary citizens to take a part in protecting their communities, a message that carried into air raid wardens, volunteer corps, and other local defense roles.
