A 1941 silkscreen poster from Alabama, titled *Volunteer Civilian Defense* and credited to Welch, records a recruiting effort aimed at local residents. It was printed the year before the United States entered the Second World War, when civil defense programs were being organized to train ordinary citizens for air raid watches, first aid, and fire watch duty. The Federal Art Project, part of the Works Progress Administration, produced posters like this through its silkscreen units, which could turn out bold flat color in quantity for local offices. Its subject shows how civil defense was presented as everyday patriotic service rather than a military role.
