Wilmington, North Carolina, in 1918 was one of the state's busiest seaports, sitting on the Cape Fear River about 30 miles from the Atlantic. The port shipped cotton, naval stores such as turpentine and rosin, and lumber, and its waterfront was crowded with cargo vessels and rail connections to the interior. During the First World War, the shipyards and harbor took on added importance, and the city was a center of shipbuilding activity along the river. Wilmington was also the largest city in the state at that time, and its residents knew the waterfront as the commercial heart of the Cape Fear region.
