Camp Glenn sat on the Carteret County coast in 1916, a training field where North Carolina's National Guard companies learned the drill and discipline that Washington was newly demanding of them. Congress passed the National Defense Act that June, reshaping the Guard into a reserve that could be called into federal service, and state camps like this one became the places where citizen soldiers were expected to become dependable. Daily life followed the army's routine of reveille before dawn, company drill on open ground, and rifle practice on the range. For the people of eastern North Carolina, the camp was a reminder that a quiet coastal town could host a large military encampment at short notice.
