In 1903 the Massachusetts State House on Beacon Hill had only recently been enlarged, as McKim, Mead and White's rear extensions, completed in the late 1890s, expanded the building behind Charles Bulfinch's original front. Across Beacon Street on the Common stood Augustus Saint-Gaudens's Robert Gould Shaw Memorial, unveiled in 1897, which honored the 54th Massachusetts Regiment, a unit of Black volunteers from the Civil War. The hill's brick townhouses nearby housed families whose money came from shipping, textiles, and banking, and many of them walked down to the statehouse when the legislature was in session. Boston's politics in those years depended on the ward organizations and the Commonwealth's lawmakers, who gathered in these rooms to decide questions of taxes, schools, and the growing city's needs.
