Savannah, Georgia, in 1909 was one of the busiest cotton ports on the South Atlantic coast, and its riverfront along the Savannah River was the working heart of the city. Cotton bales, naval stores such as turpentine and rosin from the pine forests of the interior, and lumber moved across the wharves to steamships bound for northern and European markets. The Central of Georgia Railway and other lines brought freight down to the docks, tying the port to the wider cotton economy of the state. Savannah's leaders were then promoting harbor deepening and new port facilities to keep pace with competing Gulf and Atlantic ports. Dockworkers, longshoremen, and cotton factors made up much of the waterfront community that shaped daily life there.
