Harpers Ferry, West Virginia, in 1912 was a small river town wedged where the Potomac and Shenandoah meet, and its economy still bent around the Baltimore and Ohio Railroad, whose main line crossed the Potomac and ran along the narrow streets below the heights. The federal armory that had made rifles there for much of the nineteenth century had closed in 1894, so many residents relied on railroad work, local trade, and Storer College on the hill, a school founded in 1867 to educate formerly enslaved people and their children. Memories of John Brown's raid in 1859 and the Civil War fighting that passed back and forth through the town set it apart from its neighbors. Visitors arriving by train came for the view from Jefferson Rock, which Thomas Jefferson had praised in his *Notes on the State of Virginia*.
