Augusta, Georgia, in 1909 was a river city on the Savannah River, where cotton moved through its warehouses and dozens of textile mills drew power from the old Augusta Canal. Its factories and cotton trade gave work to many families, and the rail lines running through town connected it to markets across the South. Winter visitors from the North came for the mild climate and the hotels that catered to them, so the city's streets carried both mill workers and well-dressed travelers. The 1906 race riot had left a lasting scar on civic life, and by 1909 the city's leaders were still wrestling with how its growth would be shared among its black and white residents.
