In 1918 Augusta, Georgia, was a river city whose economy rested on cotton, textile mills powered by the Augusta Canal, and trade moving along the Savannah River. The federal government had built Camp Hancock on the edge of the city in 1917 as a National Army cantonment, named for Winfield Scott Hancock, and its barracks and drill fields brought thousands of young draftees and officers into local streets, boarding houses, and shops. Merchants and churches welcomed the business, though the camp also strained housing and city services. The influenza epidemic that fall struck military camps hard, so the training grounds were as much places of illness and quarantine as of drill, until the armistice in November ended the wartime buildup.
