Few posters of the period addressed sailors directly, and this one lists where a would-be seaman could apply: the Maritime Service in Washington, the Coast Guard, local Collectors of Customs, and seamen's organizations. The Merchant Marine Act of 1936 created the U.S. Maritime Commission and the training program it promoted, aimed at building a pool of skilled merchant mariners. Max Plattner made the color silkscreen under the Work Projects Administration, whose federal art projects produced public information posters during the Depression. The piece is a useful record of how the government recruited workers for a trade that was being rebuilt.
