The War College named in the title most likely refers to the Army War College, which occupied Washington Barracks at the city's southern tip, where the Potomac and Anacostia rivers meet. The school trained senior officers in strategy and staff planning during the years before the First World War. The view comes from the National Photo Company, a commercial firm that documented Washington and its surroundings in the early twentieth century. It survives as an 8 by 6 inch glass negative, and its surface shows streaks and blemishes from the natural deterioration of the original coatings.
