The "City Post Ofc." in this view is the central mail facility serving Washington, D.C., and the image pairs the building with a group of people gathered before it. The National Photo Company produced large numbers of glass negatives in the early twentieth century, documenting the capital's streets, government buildings, and everyday life for postcards and tourist views. Those negatives were typically made for commercial reproduction, so scenes like this one give a sense of how the city's public institutions looked and how ordinary visitors and workers appeared in front of them. Visible streaks and blemishes on the glass come from the natural deterioration of its original coating.
