Elgin, Illinois, in 1909 was a manufacturing city on the Fox River northwest of Chicago, best known as the home of the Elgin National Watch Company, whose pocket watches sold across the country. Its mills, factories, and rail lines drew workers from nearby farms and from immigrant communities, and the city's churches, schools, and fraternal lodges shaped its civic life. Camp Deneen took its name from Charles S. Deneen, a Republican who had been governor of Illinois since 1905. Summer encampments like this one gave townspeople a place to gather outdoors, see drills and displays, and spend time together under canvas.
