In 1908 the Yellowstone River ran through a valley in northwestern Wyoming that was filling with ranches, small farms, and towns. Cody, founded in 1896 by William F. Cody, was still young, and its growth depended on irrigation projects started under the federal Reclamation Act of 1902, which aimed to turn dry land into productive farmland. Cattle, hay, and freight wagons kept the local economy moving, and visitors bound for Yellowstone National Park traveled up the valley toward its eastern entrance. Wyoming had become a state only in 1890, so residents in 1908 would have seen the river as both a working source of water and a gateway to the park.
