The poster's call to join at "any police station [or] any firehouse" shows that recruitment ran through everyday local institutions rather than a single headquarters. Printed in 1941, before the United States entered the war in December, it reflects the civilian defense drives that cities were organizing across the country. The Philadelphia Council of Defense sponsored it, and the Federal Art Project produced it in silkscreen, a stencil process that allowed artists to print bold, flat color in quantity.
