This glass negative is titled as Richard Brooke Garnett, though that name comes from information written on the negative sleeve and has not been independently verified. The 1860 date places the portrait before the war began, so the "CSA" in the title needs care. Garnett, a Virginian who had served in the U.S. Army, resigned in 1861 to join the Confederacy, became a Confederate brigadier general, and died at Gettysburg in 1863. The photographer, David B. Woodbury, worked in the wet collodion process, which required plates to be coated, sensitized, and exposed while still wet.
