Rome in 1909 was the capital of a kingdom that had been unified only about four decades earlier, and the city was growing fast after Rome became the seat of government in 1871. Under Prime Minister Giovanni Giolitti, Italy was expanding its industry and rail network, but Rome's economy still leaned heavily on government offices, the building trades, and the tourists who arrived on Grand Tour routes. The Colosseum, the great amphitheater of ancient Rome, was among the city's most visited monuments, and its arches and tiers stood as a reminder that the modern capital sat atop centuries of ruins. Visitors and residents alike knew the site as one of the most recognizable landmarks in Europe.
