Rome in 1909 was a capital still adjusting to the role. Italy had made it the seat of national government in 1871, and the city had grown well beyond its papal-era size, with new ministries, apartment blocks, and wide avenues cutting through older neighborhoods. Archaeological work in the Roman Forum was well underway, uncovering ancient streets and temples that had long been buried. The Colosseum, the Arch of Constantine, and the Arch of Titus stood among these excavated monuments, and visitors arriving by rail already treated them as the centerpiece of a trip to Italy. For Romans, the ancient ruins were a source of civic pride but also an obstacle to modern building, a tension that shaped city planning for decades.
