Rome in 1909 was the capital of a kingdom that had been united only about forty years earlier, and it was in the middle of a building boom. Under the Italian government, new ministries, wide boulevards and the monument to Victor Emmanuel II were reshaping the city, and tourism was a major source of income for hotels, guides and shops. The view here takes in the ruins of the Roman Forum, the Arch of Titus and the Colosseum, sites that visitors from Britain, Germany and the United States came to see on organized tours. Archaeologists were already excavating the Forum in the years before the First World War, uncovering layers that the local population had long built over or quarried for stone.
