Tioga, a young wheat town in northwestern North Dakota, was in 1914 a place shaped almost entirely by the railroad and the land around it. The Great Northern Railway had pushed through Williams County in the first decade of the century, and the Tioga area was settled quickly by homesteaders who broke the prairie for wheat and flax. Grain elevators, lumberyards and general stores lined the tracks, and the town's fortunes rose and fell with the harvest and with prices set far away in Minneapolis and Chicago. The 1914 panorama records that dependence: a tight cluster of frame buildings on open, nearly treeless ground, the kind of scene that townspeople of the period would have recognized as the sign of a town still being built.
