Assistant Attorney General William Donovan appears at a hearing at the Capitol on January 9, 1926, when the aluminum industry was under federal scrutiny. Donovan was then serving under the attorney general, and the aluminum inquiry centered on the dominance of the Aluminum Company of America. The National Photo Company made the picture on large glass plates, which recorded Washington officials and government business in the 1920s. Streaks and faint blemishes on the glass come from age in the original coating and add a worn texture to the scene.
