Shown here is the New York City hall that housed the first Congress under the new Constitution, drawn by Peter Lacour and engraved by Amos Doolittle of New Haven. George Washington took the presidential oath on its balcony on April 30, 1789, and the building served as the seat of Congress until the government moved to Philadelphia. This 2000 photograph reproduces a copper engraving that Doolittle printed and sold in 1790, and it preserves a view of the building from the years when it hosted the national government.
