In 1907, Burlington was a county seat of about 25,000 people on the Mississippi in southeastern Iowa, and its economy rested on wholesale trade and the farms around it. Merchants and wholesale houses supplied the small towns of Des Moines County and neighboring counties, while corn and hogs from the surrounding countryside moved through the city by rail and river. Local people of the period were used to measuring the year by the growing season, the county fair, and the arrival of goods from Chicago and St. Louis. Burlington's civic life centered on its courthouse, churches, and Main Street shops, and the town's residents would have seen themselves as the commercial heart of a farming region.
