Woodstock, Vermont, in 1914 was the shire town of Windsor County, a small village set along the Ottauquechee River with a central green and a cluster of churches, stores, and public buildings. Its economy rested mainly on dairy and hill farming, with many families producing milk, maple sugar, and hay for markets beyond the valley. The village was also known as a summer destination for visitors drawn to its elm-lined streets and the surrounding Green Mountains, and wealthy summer residents had helped shape its civic life since the late 1800s. Like many Vermont towns of the period, Woodstock was growing more slowly than the industrial cities to the south, and its residents took pride in its old houses and its place in the county's government.
