Woodstock, Vermont, in 1914 was a small village on the Ottauquechee River, where farming, dairying, and summer visitors shaped daily life more than heavy industry did. Many residents still measured the town by the legacy of Frederick Billings, the lawyer and railroad executive whose conservation-minded estate and model farm on the edge of the village had drawn national attention. Hotels, boarding houses, and the Woodstock Inn catered to visitors who came for the mountain air and the scenery, while local storekeepers, churches, and town meetings kept the community's civic routines in place. That summer, news of war in Europe reached the village through newspapers and the telegraph, but for most people in Windsor County the year's concerns were still the hay harvest, the price of milk, and the health of the town's families.
