Boise was Idaho's capital in 1909, a railroad and farm-trade town of roughly 17,000 people whose growth dated to the Oregon Short Line's arrival in the valley in 1883. Irrigation canals drawn from the Boise River supported orchards and fields, and the city served as a supply and business center for the mining districts of the Idaho interior. A new state capitol was under construction on the rise above downtown, a project that drew public debate over its cost and design. Local people knew Boise as the seat of state government and as a gateway to the rugged country beyond the valley.
