Boise, Idaho, in 1909 was a small capital city of farms, railroad yards, and government offices, roughly two decades past the 1890 statehood that gave it that role. Construction was underway on the new state capitol on the rise above downtown, a building meant to express the state's confidence in its future. Trains of the Oregon Short Line carried cattle, sheep, wool, and fruit out of the region, while irrigated fields along the Boise River grew alfalfa and orchard crops. Mining in the Boise Basin to the north still drew prospectors and supplies through town. Residents knew Boise as the gateway between the valley's farms and the mountains beyond, a place where state government, railroads, and irrigation met.
