Blue Lakes, a spring-fed district near the young town of Twin Falls in south-central Idaho, was in 1909 part of a high desert that had only recently been opened to farming. The Twin Falls Land and Water Company began selling irrigated tracts in the Snake River Plain around 1904, and the Oregon Short Line railroad brought settlers and supplies into the new town. Families were turning sagebrush into fields of alfalfa, grain, and vegetables, and water from the canals made the difference between a claim that failed and one that paid. Twin Falls County was organized in 1907, so schools, roads, and local government were still taking shape. Many residents knew the area as a land of new farms and a steady stream of newcomers.
