Arco, the seat of Butte County in south central Idaho, sat on the open sagebrush of the Snake River Plain in 1909, where its economy rested on the railroad, livestock, and irrigated farming. The Oregon Short Line had reached the valley and made the town a shipping point for cattle, sheep, and grain grown on the land watered by the Big Lost River and its canals. Settlers arriving during the irrigation boom of the early 1900s were turning dry rangeland into hay and crop fields, and the town's stores, churches, and county offices served those new farm families. Residents of the period knew Arco mainly as a small railroad and county town that depended on water and rail service to survive in an arid country.
