Chicago in 1927 was the second-largest city in the United States, with a population near three million and a economy built on meatpacking, steel, rail freight and grain moving through the stockyards and the Board of Trade. The Loop was crowded with office towers, and the Michigan Avenue Bridge, completed in 1920, had recently opened the north side more fully to development. Two years earlier the Tribune Tower competition had drawn attention to the lakefront, and the city was still recovering its reputation after the 1919 race riot and the Prohibition-era gang wars that filled newspapers with shootings. A skyline view from this period would have shown a city that residents took pride in as the center of Midwestern commerce.
