Bellingham, Washington, in 1907 was a young city of about four years, formed in 1903 when the separate towns of Whatcom, Fairhaven, and Sehome joined on the shores of Bellingham Bay. Its economy rested on lumber, with sawmills and shingle mills lining the waterfront, and ships loaded timber and coal for markets up and down the Pacific coast. The Great Northern Railway had brought rail service to the bay in the early 1890s, linking the town to the rest of the state and to the wider country. Residents of the period knew the place as a working port and mill town, where civic leaders argued over water, streets, and the future of the waterfront as the new city tried to settle into a single identity.
