Harrisburg, the state capital of Pennsylvania, looked out over the Susquehanna River in 1906 from a city of roughly 50,000 people. Its economy rested on the Pennsylvania Railroad, whose tracks, shops, and freight yards tied the riverfront to the coal fields and eastern cities, and on a mix of iron, cigar, and textile manufacturing. Politics centered on the new state Capitol, whose construction on Capitol Hill had begun after the earlier building burned in 1897. Residents still remembered the river's floods, especially the destructive high water of 1889, which had driven families from low-lying streets and pushed the city to think harder about its waterfront. The view would have seemed to them a picture of a working river town that had become a government seat.
