In 1909, the Pennsylvania Steel Company's works at Steelton, just across the Susquehanna River from Harrisburg in Dauphin County, was one of the main employers in the region. The company had been founded in the 1860s to roll steel rails, and by this period the mill's output went largely to the railroads that moved freight and passengers through central Pennsylvania. Steelton grew quickly around the plant, drawing immigrant workers from eastern and southern Europe who lived in crowded neighborhoods close to the furnaces and rolling mills. Harrisburg, the state capital, depended on the same rail network and on government and trade, so the mill's smoke and whistles would have been a daily part of life on both banks of the river. Residents of the area knew the company as the source of steady wages, and the steelworks shaped the town's population, churches, and social clubs for decades.
