Wilkes-Barre, the seat of Luzerne County in the Wyoming Valley of northeastern Pennsylvania, was in 1909 a river city whose fortunes rose and fell with anthracite coal. Mines in the surrounding hills and the railroads that hauled their output to eastern markets gave the town much of its payroll, and many residents were immigrant families from Wales, Ireland, Poland, and Lithuania who worked the collieries or the mills. Textile and lace works added other jobs, and the Susquehanna River, which had flooded the valley in earlier decades, shaped where the town could grow. In 1909 the city's public square, courthouse, and church spires would have been the landmarks residents knew best, and the coal trade's booms and labor disputes set the mood of its civic life.
