The title names Mr. Price and places the scene at 8th and Jefferson Streets in Washington, D.C., in April, though the record notes that this label came from unverified data and the record does not identify him further. The plate belongs to the National Photo Company Collection, a body of glass negatives from a commercial studio that photographed the city's streets, businesses and residents in the years around the First World War and into the 1920s. Herbert A. French gave the negative to the Library of Congress in 1947. Glass plates of this age often show streaks and clouding where the coating has deteriorated, so the faint marks across the image are part of its physical history.
