Evansville, Indiana, in 1914 was still recovering from the great Ohio River flood of March 1913, which covered much of the low riverfront and forced many residents from their homes. The city's economy rested on river commerce, wholesale houses, and factories shipping goods to markets across the Midwest and South, and it had grown into the largest city in southwestern Indiana. Civic leaders and property owners argued over levee repairs, flood protection, and the cost of getting docks and rail connections running again once the water receded. For people living there, the river was both the reason the town existed and the hazard that could undo a season's work in a few days.
