The scene shows Rear Admiral Winfield Scott Schley aboard the cruiser U.S.S. Chicago, speaking with newspaper reporters in 1899. Schley had commanded the U.S. Navy's Flying Squadron during the Spanish-American War and was among the leaders at the Battle of Santiago de Cuba in 1898. In 1899, the press was closely following a bitter public dispute with Rear Admiral William T. Sampson over who deserved credit for that victory, so the gathering of reporters on the ship reflects how much the controversy had become a matter of public debate. The picture was made as a glass dry plate negative, a format that was standard for news and travel photography of the period.
